Scenes can be moved under (as a subscene) or above (as a main scene of a subscene) another scene. 

You can move scenes by clicking on Move scene under Scene options in the scene menu. 

Here you have to enter the ID of the scene where you want to move the scene. After verifying the ID, you can move the scene.
